Have a look at the Draytek DV2820 series if you want an ADSL all-in-one that can handle up to 32 VPN connections.

1) If you have a SBS Server or Windows Server handy, use that, you setup VPN dial-in quite easily.
2) If there's a linux server handy, install Poptop, it's literally a 10 minute job
3) Install the -VPN Tomato Firmware mod on to something like a WRT54GL which you can pick up for ~$100. That'll give you an all-in-one box solution, except key-generation with OpenVPN isn't quite as simple as a Username / Password with Poptop for linux.

Using Poptop is a nice solution as you don't have to give the users any additional software, you can use the built-in windows stuff ;)
