Nope. They need to be consistent.
If it was released on a CD for sale as a standalone O/S then its an actual version, none of this 5.1 stuff.

Windows 7 refers to the 7th version of Windows NT (as said before).

The Windows NT line started with version 3.1 (to be in line with Windows 3.1)

3 = Windows NT 3.xx (www.imagef1.net.nz)
4 = Windows NT 4.0 (www.imagef1.net.nz)
5 = Windows 2000 (www.imagef1.net.nz)
5.1 = Windows XP (www.imagef1.net.nz)
6 = Windows Vista (www.imagef1.net.nz)
7 = Windows 7
