Good thing they're not a private, for-profit company....

Is there a reason private lotto companies can't start up? I guess it's illegal, because of the possibility of fraud perhaps?

Assuming that 1 million dollars is well up the curve, the one week you shouldn't buy a lotto ticket is when ticket sales are three times normal. Rather, you should buy lotto tickets in a week that ticket sales are half normal.

This gives you much better odds of winning for a similar payback. Right?

Not quite . Your odds of winning stay the same . It just means there's less chance of someone sharing your numbers, meaning you get to keep it all to yourself .

If this is true, then sure . However, I thought there were 'must win' provisions of some sort .

I've never bought a lotto ticket in my life so I don't really know the details .
