Anyway, your assertions is a bit short on facts. Rob Muldoon (National Party) ruled through regulation because he had a stranglehold on his cabinet. Regulations, while part of statute law, are able to be changed by a cabinet majority only - and needn't be put before the House of Parliament like a statute must in order to be changed or amended. It took the Labour government under David Lange to change the ability of a NZ government to change so much regulation without going before the House. They did this through the inception of the Regulations Review Committee - whose members are taken from across the House of Parliament - and whose job is to review all changes made to regulations by whatever current government forms a cabinet. So, recent history would show that a Labour government has acted to restrain it's own power and the power of all future governments in NZ. |
