they have high grade imported and the importer swaps out some of it with low grade and sells the high grade to some one else.

talking of aircraft industry, there was a big crackdown on fake parts after a plane crash (tail snapped off after its bolts failed). even airforce one was found to have fake parts fitted to it.
something like 90% of parts supplied by part brokers where fakes. there is a whole industry in supplying false documentation.

polished aluminum is another one. anodized low grade to make it look like high grade. looks good until you go to weld it.

Yeah I recall watching the documentary of the aircraft fake bolts on sky TV. The FBI raided the distributors and arresting the culprits.

Perhaps concerning is that Users of metal can make it weaker if subjected to heat, milling, drilling, grinding, etc, particularly if the metal is used in stress - strain applications. Sometimes financial losses can be incurred indirectly if you make a product too durable, strong, or reliable. We found this out in the heavy duty corrugated export box market. Customers would re-use the boxes multiple times, rather than buying more. Then they would sell them to furniture removal companies...

For the live of me I do not how aircraft bogus parts get into the supply system because there is a paper trail from manufacture to sale. With hardware like NAS MS AN there is documentation from go to woe. I have heard of people buying second hand tail and main rotors which had been removed for cracking delamination etc being bogged up and put up for sale but the serial number could be traced. When I worked on aircraft major servicing the saying was when the paper work equaled the weight of the aircraft it could go out for ground runs and test flights.

simple, they faked the paper work.
as mentioned in that episode, there was a whole industry in faking the paper work.
but the bulk of the problem was a loophole in the law that allowed these brokers to exist.
