It has not changed a lot in a large part of the world now either although, so far as I know, we give the cannibalism a miss as a general rule.

1445686 2018-01-30 20:56:00 I have quite a beef about the Accommodation Suppliment. Sure, in many cases it is needed in addition to other benefits / wages, but it also has the effect of skewing the entire rental and housing market.
It's gives greedy landlords greater leaway to increase the rents. They needn't care if its unaffordable or unreasonable if there's a govt hand-out to make the higher rate artificially 'affordable' again.
This subsidy in turn makes rental investment more profitable, and in turn also halps feed this house price madness we've seen the last few years.

It woun't correct itself if govts just keep throwing more money into the suppliment. It needs to start with making tenants unable to afford these rip off rents (potentially already happening), which in turn (if there wasn't the housing shortage) should eventually lead to vacant rentals costing landlords money, and making them reconsider the entire 'business' model. Problem is, the pain needs to start with innocent families at the bottom before it is ever felt by the sucky landlords.

The only other solution is to provide a massive supply of state housing, but while it has the potential to correct a lot of imbalances over time, it could also create dense pockets of crime and create future ghettos... hardly the place any responsible parent would wish to raise their kids.

It sounds a pretty logical result to me, considering the situation at the time, given the shortage of land, animals to provide sufficient protein, and an expanding population.

Of course these conditions did not last after the Europeans arrived and killed off huge numbers of the locals with the diseases they were carrying.

Also exporting nutritionally sub-grade food to the Islands has not helped matters much and we can see what it is doing to their lifespan here and in New Zealand
