Do we need teachers in the education system that are not competent at their jobs and not dedicated to doing their best to bring knowledge and skills to the children of New Zealand. In most occupations promotion and raises are performance driven, and not based on time served irrespective of the quality of the performance. PS I have been a teacher Sorry Ken, but that is not the issue with bulk funding. Those issues you raise occur whether teacher salaries are bulk funded or not. My concern with bulk funding is that there will never be a big enough bucket for each school (that is the nature of govt funding - they always look after themselves and their own public service departments, but they squeeze organisations that they fund like health service providers - witness the continual squeeze on tertiary education institutions that ARE bulk funded). In these circumstances, there is a negative incentive to employ high value teachers, and an implicit reward for employing low cost staff. If the bucket doesn't have enough in it, it is inevitable that the school will have to find economies in salaries somewhere - either by employing low skill teachers, increasing class sizes, or delaying employment of additional needed staff because there is nothing left until the bucket gets filled again. |

Personally, I wouldnt bother sourcing any pay for a lot of our teachers. ;) |
