I am about to do an upgrade to my pc but first i have to turn it on to pull of my stored data my question is does the capacitors in the PC and PSU require time to bleed of power before i begin the upgrade and if so how long would it take for the power to dissipate? thanks :D |

Just turn everything off, and replace them. Altho, depending on whats in your system now, dont expect things to work straight away, as soon as you connect the hdd again. You may have to reinstall windows, depending on what was in the old system, and whats in the new system |

i have purchased a new copy of win 7 so the os is no issue, so i dont have to wait for the capacitors to lose there charge ( once the pc is turned off ) before i pull the old parts out and replace them? |

No. Or you'll be waiting forever :p Just turn it off, remove the power, remove the mobo, put the new one in (put the CPU on the new mobo, before you put it in the case, it maybe easier). Then connect the hdd's / whatever, reinstall windows |

Unplug your PSU and then hit the PCs power button straight after. The PC will turn on briefly as the power stored in the capacitors is used up, and then turn off again.
If this doesn't even happen, then the electricity has already gone... |
