Neither is Apple I think. Since both use Akamai servers

As it says on the Xnet site

This is the latest offering of free local traffic for Xnet customers. Other sources include Xnet VFX and content stored on Akamai servers: including iTunes music downloads, Playstation Network, and Microsoft System Updates.
