What the word means is "Not Onshore" or nautically speaking the sea area encompassed between the 12 mile limit and extreme limits ( 200 mile limit)- I don't think there are too many banks, factorie,s call centres what have you in this sea area. I certainly have never noticed any. What is wrong with the traditional expressions of "foreign" or "overseas". |
