I would suggest a level of 25 posts to disincentivise the spammers and give us all a chance to spot and report dickheads making suspicious posts . . .

The forum I run (via forumcircle) has such a setting for URL, so I would have thought it available for a whizzy forum provider as vBulletin . . .

Spam doesn't stay around too long on the forum once it is reported, so it isn't a biggie . :)
