I have little sympathy for any of them.

there is no excuse to run from cops.
it would be nice to see a charge of "running from police" come with a five year sentance.

or if you run from the cops you should be shot on sight :-)

Do judges take these factors into consideration for sentencing? If so, great, if not, why not?

Survival of the fitess, the dumb ones kill them self with dumb driving and dont go on to produce heirs with the dumb gene.
But the judge will give them some community work which they wont do and a fine they wont pay.

IMHO a judge should have both the brains and the balls to make the hard calls, problem is most often they dont.

there is a fear of being wrong, and it stops judges from doing whats needed.

IMO the minister of justice should just sack any judges that show weakness.
