Your ISP may not be Telecom but you will still be getting the broadband from Telecom so the cabinets should not be causing a speed drop.

The cabinents will only affect speed if your ISP have their own equipment installed and that is only in Auckland at the moment.

Wrong. Actrix in Wellington have there own gear in one of the exchanges in Wellington.
