When did this start to occur? Do you know if this happens whenever Skype is running?

Do you have antivirus and firewall installed on your computer? Hijackthis log did not pick up the presence of any of those.

Yes only when Skype is running and the vid cam is on. I have NOD32 antivirus. Not sure about a firewall.
