I spoke to the Auckland City Council about vehicles parking on private property (I assume the flats carpark is private property.) They told me that the owner of the property is entitled to have the vehicle removed by a towing company. There is no necessity to have a "tow away" sign. If that were the case all private property carparks - including your home carpark - would need a sign. I enquired mainly because I wanted to know my rights and what I could do. The council told me I was within my rights to have them towed away.

I told the people who were parking on the property that it was private property and that they should not there and, for the moment, they have chosen not to park there.

No the flats are not private property - they are council owned.
I note that you did the right thing and told the people whereas the subject character did no such thing - in fact of course the flat tenant could have bought the car off the driver that day!! The complainant made no inquires. Also I note that you are the landlord and as I would expect have the right to take action. Again this man was not the landlord and made no attempt to contact the landlord (council). There was in fact absolutely so parking problem at the time.
I worry a little also because I sometimes visit a friend in a flat who has no car and she has always told me to park in the tenants space as everybody does and there has never in many years been any problem.
We also have a lady visit us every week for home assistance and she parks in the same place in my drive - on several occasions her spot has been taken already by a friend of ours so she just parks on my lawn or the roadway. She doesn't get a towing company out to retrieve her favorite spot!
