Price will be the next factor.

According to Windows 7 team, the final release version of Windows 7 will be ready for PC manufacturers (OEMs) to install on new computers at the end of July.

I think last time I saw you could do an upgrade from Vista, but not XP.

I always like doing a full reinstall rather than an upgrade, but sometimes that's not an option. :)

I've been advising them for some time. The date was announced a short while ago.
I have one business waiting and they have been for a couple of months now.
