Must be able to recognize Bluetooth.

It's not free but it's cheap and has a free trial version you can try first. I used it to make a windows 10 tablet run android, you wouldn't know there was a windows device underneath when it's running.
I recall having to jump through some hoops to install the play store though.

Otherwise it's probably a matter of try some and see www.androidauthority.com

Here it is working -- streamable.com

I have tried Bluestacks and Nox.
Both allowed me to install the Max Juke app.
But the app wouldn't use the Bluetooth to find any devices.
Said the Bluetooth was not connected.
I know the app works ok as I use it on my android tablet.
I now the Bluetooth is connected as I can link with my tablet.
This is all about playing music through my Panasonic hifi system.

This PC has W10, If I open anything audio in Bluestacks the bluetooth headphones work perfectly as its using the W10 Software.

Why not use a working OS like Windows - Cast to -- As long as your Panasonic can receive it should show. If the Laptop is not transmitting then it wont work no matter what.

The Pic Below - Casting to my Bluetooth Headphones. Same in Bluestacks, any audio plays and hears fine.

It also casts from any of the servers (source), just takes a few seconds to load over the LAN.

1451387 2018-07-09 21:26:00 There are tonnes of media players that should be able to stream to other devices as well. Depending on the Players the audio should be able to sent.

Of Course (seen this happen- and had it happen) Bluetooth doesn't work /connect -- Helps when you then turn it on :D

Some have it turned off by default or there's a button/switch on the laptops.
