Because that's how Cisco want you to administer that router. The same applies to Unix servers made by certain vendors, which don't have video cards or any place to plug in a keyboard/mouse - you must connect to it using a serial to rj45 connector, and use something like HyperTerminal to attach yourself to its console.

RS232 is a signal system, RJ45 is a plug type.
RS232 can be run over many kinds of cable, and many types of plug.

the most common plugs for RS232 are DB9 & DB25 and RJ45.

many new students just assume RJ45 = Ethernet & TCP/IP.

if you are looking at RS232 then the signal system assumes that one end of the cable is DCE and the other end is DTE, that how is was designed back in the day.

so if you want to learn about RS232 you need to understand DCE/DTE.

as with most enterprise grade systems, the console of cisco devices is RS232.
you will find this with HP and SUN servers too.

most consoles run at 9600/8/N/1 (9600bps / 8 data bits / no parity / 1 stop bit)

in the real world you wont have to use the DCE/DTE stuff very much but it can be good to know.
this is the kind of information that can be very handy at 2am when you are the oncall tech and the main router needs to be replaced, and you have to load the config over the serial console.

this is the kind of information that separates the good from the best.
