Very top line: Coal, gas powered cooker

Green line: New generation of reliable cooker that is not susceptible to being blocked

The immediate paragraph below the green line: I think it's just the batch number etc.

The message in the cooker itself: Too blurry. I think it says coal and gas powered cooker

The paragraphs above the table just tells you about the technology that is involved in the production of the cooker.

Again, it's too blurry to read what it says in the table.

The bottom part tells you how to use the cooker.
Instructions: With reference to diagram 1 and diagram 2, connect the oil tube and the power cord to the electrical socket. Then, flick on the switch until the oil reaches "the tap" (any ideas?) and starts spouting out. Turn off the power subsequently

Light a small piece of paper and put into the oil container (wait, that sounded hazardous?). It will start to warm up and give out a "hoo hoo" sound. Turn on the power switch at this stage

In anticlockwise, adjust the flame size according to your needs

The last part says you should clean the burner every month.

And I'm not sure whether you would regard what I have typed above as English or Engrish :p
