A lot of people might not know this but (modern) headlights are almost always asymmetrical in their spread. I'd hate to be in their traffic, being blinded all the time lol.

Government should really consider everything before doing silly things. Feasibility studies they are called.

Well, everyone will either have to buy new LH drive headlamps, or buy plastic lenses to stick over the lights to bend the dip beams to the right.

This used to be mandatory for English drivers taking their cars to France, clip on amber/yellow lenses, but that was in the days when all cars had the same 7" diameter Lucas headlights.

Edit: I have no idea what happens now.

Feasability studies have been tried here in NZ usually with A Committee result .

Sorry you cannot build a new Hydro Dam there it will drown the Snails .

Sorry not there either out so far back in the wop wops as it is consevation land & would spoil the view for the Tourists .

Your average kiwi bloke could do it very cheaply and quickly, 2 things in your favor in samoa job doesn't have to look pretty and no need for engineering cert.
