Depends on which graphics card you get. It won't be able to handle a GTX480 for example.
It does have a 6-Pin PCI-E Graphics card power plug so you don't necessarily need an adapter though.

Can't really be sure without looking at it and testing it and examining the rest of your system. But since you have a cheap PSU which is 5 years old, it is likely that your PSU is a problem. It may not be the only problem though

How do you know the PSU is in good condition if the PC doesn't boot?

If that ISO PSU is OK though and it stops your PC from crashing then you know you can safely buy the Corsair.

888034 2010-05-28 02:02:00 yeah, i'll try it. the iso pcu is in near mint condition. looks as tho it hasent been used much. it has SATA support too, so it must'nt be that old goodiesguy (15316)

What is the current (Ampere) rating of both PSUs on the 12v rail?

Maybe the PC with the ISO PSU in it fails to boot because the PSU has a fault?
