Some kind of small Linux distro will fit what you're after perfectly.

Yes. Install icecast2, and some kind of player that supports it (I recommend MPD), and it will stream stuff better than almost anything else.

Yes (see here (www.damnsmalllinux.org/)), but it doesn't seem to be particularly active - they haven't released anything for over two years (http:).

You're going to get more accurate specifications if you go to the distro's own website...
