I don't want to short change him but I don't want to spend more than I have too either.

INTEL COFFEELAKE CORE I5 8600K SIX CORE, 3.6GHZ/4.3GHZ, 9MB LGA1151 UNLOCKED PROCESSOR, NO FAN
Gigabyte B360 AORUS Gaming 3 Intel B360

Also running a 980 Ti GTX

1450541 2018-06-13 23:35:00 I'd be inclined to go for the i5 8400 or the Ryzen 5 2600/2600X whichever is the better deal. With the 8600K you'll need a cooler and it won't play games noticeably better.
Toms hardware lists them as the best bang for buck gaming CPUs in their articles and all the benchmarks I've seen show nothing to be gained above that unless you are sporting a GTX1080 / 1080 Ti and trying for very high frame rates.
For 1080P 60 fps they are totally up to the task.

1450542 2018-06-13 23:42:00 Just to add, an i3 8100 is actually enough for most games with a 980 ti. I hesitate to recommend a 4 core processor with all these 6 and 8 core ones becoming more common though, a 6 core gives you a bit more headroom for the future.

I'm playing with an i7 6700K and a GTX 1070 (just upgraded from a GTX980). As much as I want to build a new PC this year my machine has yet to struggle to play anything even with my older graphics card.

I switched the processor to the 8400
A 650 PSU will be enough for this right?

also sockets, is the fitting for a 1150 the same as a 1151

1450544 2018-06-14 00:11:00 650W is plenty, 550W would do the job if it is a good quality PSU but it doesn't hurt to allow a bit of headroom.

The socket mechanism is the same, as are the mount points/holes for cooling. The only difference is the number of pins and the keying of the socket I'm pretty sure.
I've moved my current cooler across several different intel sockets now and I've reused old stock coolers on different sockets.
