So - the money is the problem. Whether you can afford it or not isn't the point.

An excellent idea, as most of the belts you would find in a wreckers yard would be from wrecks, and would have been subjected to massive force (think about it, an average weight person of say 80KG being stopped from being ejected from his seat which is moving at say 100kmh, to 0kmh in a few metres, gotta add up to a few tonnes strain on that weedy little plastic strap eh (they actually melt from the force), so it's an extremely stupid plan to replace your belts with second hand ones, do you want to kill yourself or your wife and kids?

To answer the original posters question, the quote sounds quite fair for a retractable belt, would include time for removing various panels etc (usually mounted in the boot front corner behind seat/on top/behind wheel arch).
Aternatively, you could try a mobile seatbelt repairer,like these guys

as it may be repairable.
By the way, a pyrotechnic seatbelt assembly for a late model vehicle is around $900 upwards.

Ask the mechanic if he destroys the old belt before disposing of it, to stop anybody re-using it; the wreckers should be doing this also, but they dont care for your safety, just your money (unlike the mechanic/garage, who needs your continued faith and custom, and is well aware of the responsibility of holding your life and well-being in his/their hands).
