On fresh install the keyboard and other basic's should work fine (even the touchpad- basic functions - mouse pointer)

Try booting from a Linux live CD, see if everything works (keyboard should).

Does the KB and touchpad function while in live CD mode?

If nothing installs, makes me think something wrong with the hard drive

I know you said you tested it, but what did you test it with, and how?

I used Seagate hdd diagnostics to test the exsisting hdd

- bios
- windows install to the 1st point requiring typing, which I think is user name
