Windows media player (I think) will do this - or am I thinking of WMA lossless.
Also Cdex will, and winamp (non pro - pro only needed for MP3 > 160 kbps).

1115811 2010-07-04 22:47:00 Windows Media Player will do it, just go into options under Rip music and change the default from WMA to WAV, and remove the copy protect tick too pctek (84)

It'll do both.

This wee dropdown menu is under the arrow under 'rip'.
