1115767 2010-07-04 07:26:00 My friend has a Compaq Presario Desktop PC with XP Home installed. As it only had SP2 installed - I spent this afternoon installing SP3.
However, after it asked me to reboot - it would get so far then re-cycle and start rebooting again - continuously.

OK, so I tried starting in SAFEMODE - it did that with no problems. Gave it a registry clean and tried rebooting again. No way - still kept recyling.

Next I tried pressing F10 (system restore) - but that came up with a blue screen with the message:
STOP: c0000218 {Registry File Failure}. The registry cannot load the hive (file): \systemroot\System32\Config\SECURITY
or it's log or alternative.
It is corrupt, absent or not writable.

Now I went and checked this [SECURITY] file was there - it is. It's only 48kb and it seems all OK.

During rebooting it comes up with "Reboot using the last known good configuration" or somesuch. Anyway, I tried that and still no change.

It seems odd that I can boot into SAFEMODE but can't boot up into Windows itself?

I tried clicking into SYSTEM RESTORE and tried this option - but, evidently when you install SP3 it wipes out all previous Restore Points - best i could restore to was on the same day - the start of installing SP3. But that didn't help either.

Now I've installed SP3 on a lot of PCs - but I've never struck this!

Perhaps there is a way - whilst in SAFEMODE to restore the PC to the pre-SP3 configuration or corrct the systemroot files that are (probably) causing the issue.

Any ideas much appreciated....

1115769 2010-07-04 07:37:00 Sounds like you didn't put in the SP3 patch before hand. Comapqs with windows XP SP2 factory preinstalled, and have AMD CPU"S get into a endless reboot ( compaq got lazy and didn't install the correct version of windows even after MS warned them) you NEED the patch.

Go to This page here (thetechangel.com) about 1/2 of the way down is the download link. You can try it in safe mode it may or may not install.

Also read the section just below the patch called "Prevent the Intel Power Management driver from loading during system start-up:"

Other wise read the First reply here (social.technet.microsoft.com) -- Alter the reg in safe mode.

Edited:
I tried clicking into SYSTEM RESTORE and tried this option - but, evidently when you install SP3 it wipes out all previous Restore Points Thats correct -- System restore will normally be wiped, so there will be no restore points to go back to.

Just a bit of Info-- Why it happened:

I read this once:

When Compaq made up the Images for the PC's they used a Intel cpu based Board.

That image went into all the PC's concerned, some were Intel CPU's some were AMD. MS did warn Compaq about doing this, but they didn't listen.

What happened is the same image works fine on the PC's since all the other Hardware is the same BUT when SP3 is installed in an AMD PC, the OS is saying it has a intel CPU-- SO SP3 loads in the appropriate software.

When booting its looking for the Intel CPU but cant find it since its an AMD, hence thats why you need to rename intelppm.sys.

The patch fixes the "balls up" Compaq made as long as its installed BEFORE you install SP3.

If you are doing a fresh install of XP, Via a CD then it loads in the correct software and theres no problem. IF you are using a recovery CD, then you NEED to install the patch again BEFORE SP3 goes in.
