How can you tell which ISP particular IPAs are from?

ISP's are assigned a specific range of IP address, and customers are allocated an IP address from within that range.

For example, WxC (Xnet) have the range 118.90.x.x (I assume they have 118.90.0.0/16). One of the IP addresses in that article was within that range, therefore one can hazard a guess that a WxC customer was involved.

The IP address in question assigned to the user at the time and this can be determined off ISP logs.

Yup - I punched the addresses into DNSStuff.com, which has a little tool which tells you who an IP address is registered to.

826620 2009-11-03 03:39:00 You can also do PTR lookups on them - most ISP customer IPs have PTR records set that contain the name of the ISP, and often which part (e.g. dialup, adsl, cable, business customers etc). Erayd (23)
