Got a Apple Power mac g5 here. Its the water cool system. Its powering on and no sound or display all fans start up and can hear cooling system running after about 1min there is 1 light near the top cpu that turns on red and after couple more seconds the bottom cpu turns on red.

Any ideas?

So it is a power mac and not mac pro?
Power macs use the older G5 cpu and the Mac Pro uses Intel Xeons

1124328 2010-08-03 12:18:00 Seen that page and is no help. I have seen the red light on the front of the board go when the plastic side covers removed thats no problem as it turns off when sides on case.

Its out of warrenty also.

Is the 2.5ghz model has 2.5gb ram, 160gb hdd and NVidia GeForce FX 5200 64MB

Just do what you said, gut it and put a real computer in it!
(you could probably sell the crApple parts on TM for enough to pay for it)
