Isnt the world bank trying to get a cashless society, charging for a digital transactions seems like the wrong way about it (do not want to start the conspiracy theory thread)

Note: i do not use my cc unless it is an emergency or i am purchasing any thing overseas

Well it's not BP who make the charge, it is the Credit Card companies.
Retailers get charged a percentage for each credit card transaction and this percentage varies from 1-5% depending on how many CC transactions that retailer does in a month.
Before they weren't allowed to pass this charge on to the customer who is using the credit card but now they can.
I don't see a problem with it.
If you want to complain talk to your credit card company.
We, as a small local computer/IT store, will be charging anyone who wants to pay by credit card an extra 3% from now on.

Many shops used to charge it anyway, however they often said that all prices reflect a discount for cash, credit cards will incur 2-3% added to the cash price.
