I think it's not because they don't have the money to build lots of new prisons. Hey, i heard that a person under 14 years old can only be prosecuted for murder and manslaughter. Is this true? So a person under 14 cannot be prosecuted for sexual assault? |

| 850394 | 2010-01-21 04:50:00 | As it says here (www.occ.org.nz) There are ages for criminal responsibility in New Zealand: - a child under 10 years old cannot be charged with a criminal offence - a child aged 10 or over, but under 14, cannot be prosecuted for a criminal offence except for murder or manslaughter - a young person aged 14 or over, but under 17, can appear in the Youth Court on criminal charges, or, if the charges are serious, they can appear before the District Court or the High Court - a person aged 17 or over will be dealt with by the District Court for all criminal charges. So you're right, under 14's can only be charged with manslaughter or murder |

Do the crime, do the term - THE FULL TERM. This doesn't apply to robberies or anything like that, just serious violence and sexual assault. Bloody joke. Prison populations? Another joke. If there are four to a cell, confined to a cell 22 hours a day and shackled up, it's all good. And most definitely not getting $10k prosthetic legs after killing innocent people. |

Problem is, the career of Hangman is no longer a subject that is taught, it was very respectable at one time. :) Anyone from UK remember the Pierrepoints ? www.pierrepoint.co.uk There was great debate over the death penalty in the 60s. I remember one fatuous do-gooder argument went along the lines that if you execute someone then you can't then find out what causes people to murder because the evidence has been destroyed. |

| 850402 | 2010-01-21 07:18:00 | I like the idea, although I think if a prisoner has the ability to kill a guard in prison, then they have too much freedom. Maybe learn a bit from US 'supermax' - even if you get out past the fence, you're shot on sight. Or just cram 'em into their shipping containers. Prison isn't supposed to be pleasant. Let 'em kill each other if they want. One alternate approach could be 'continual recidivist offender', IE after x amount of convictions (say 15 for shoplifting, 3 GBH's, 5 assults, etc) the minimum term is raised considerably, and the maximum is raised quite a bit too. |
