What i don't understand is isn't the Domino's Pizza carpark private property where road rules don't apply? How can the cops charge someone with sustained loss of traction on a private car park?

A road is defined as any place to which the public have access whether as of right or not. Defined in the Transport Act.

Therefore the car park is a road.
