871643 2010-04-01 07:12:00 Quite right zqwert,why don't we learn from Russia and China,where there isn't any crime.

For goodness sake Cicero stop showing your ignorance. The communist system called the USSR no longer exists. Try reading this en.wikipedia.org

871644 2010-04-01 07:28:00 NZ Herald headline.
Since Police Minister took office the level of crime has gone up. The Minister is 'shocked' (Like it all came as a surprise? Doesn't the Minister get regular updates?) but is pleased Police are resolving more crimes. I wonder if the resolution rate is even keeping up with the crime rate? Maybe the crime rate has increased 10% and resolution rate has increased 5%.

minister shouldn't be shocked, recessions always increases crime rate.
problem is course is they cut police budgets to save $$$ which makes matters worse.
mind you on the other hand, with the amount of crimes police often ignore, the crime rate may be the same its just be officially recorded for a change.

871645 2010-04-01 07:28:00 I think it’s a wonderful idea that the terrorists attack Russia. ;)

The Russians still do business, shall we say a little different to the West, so I await the outcome with interest. ;) :D

871646 2010-04-01 08:31:00 Yeah what a bad taste comment when a whole lot of people just got blown to bits on a Russian train. You're back in fantasy land again though no doubt.

You wouldn't know what taste was if you fell over it.
Why don't Zqwert marty and you set up your own commo group?

871648 2010-04-01 08:43:00 To have an effective criminal justice system, there are two elements required:

!. Punishments that will act as a deterrent to offending
and
2. A certainty of being apprehended and sentenced for the crime committed.

Unfortunately, both these elements seem to be seriously lacking from NZ's Criminal Justice System.

To address point 1.
Punishment will not deter some people as they will do it regardless of the consequences.

To address point 2.
In the event the prosecuting authority actually charge a person they still have to prove the case.

Because I'm a Capitalist, unlike yourself who regularly recommends the merits of various communist governments. But beware - with paranoia like yours there is no doubt a Russian outside watching you
