Can anyone enlighten me? My understanding is that most things come outside, but I forget whether that's always the case - are there situations where the punctuation goes inside?

I think if there is a whole sentence within the brackets then the punctuation should be inside, but if the words inside the brackets are part of another sentence then the punctuation (should be outside). Quite frankly I don't know.

However, I would probably go along with Wratterus. It seems to make sense.

Syntax and punctuation is reasonably important when conveying what you mean to another party in writing. I'm also very much aware that when you compile a program a misplaced anything will have unexpected results.

Same with commas. However I'm not sure about question marks.

F'rinstance: IF only the interrogative or rhetorical statement is inside the parentheses, then the question mark is to be placed inside of them .

Otherwise if the parenthetical is just a stray or sidebar comment (or in my case just a snide remark) - and yet is still inclusive to the general demeanor of the whole sentence, the question mark goes at the end of the sentence .

EXAMPLE:

I wonder if Mary (who else?) would help me .

OR

I wonder if someone (ie: Mary) would like to help me?

The general rule is if the brackets are within the sentence, place the punctuation outside.
