It doesnt matter what offence she or he does / commits. If they're under the age, they cant be prosecuted / convicted . Unless it manslaughter / or murder, (they've killed someone, or intended to) BUT, if a 13 yr burnt a house down and someone died, then they could be charged with / convicted of manslaughter or murder

Thats why Bailey Kurariki was prosecuted. Even tho he was under the age, he was convicted of manslaughter. Which is why he went to prison

So is there nothing the authorities can do to punish a underage child arsonist? Not even home detention? What about this "youth aid" thing the police do?
