There is a fix on This forum (forums.cnet.com) for the same problem using XP. Mind you the guy was using a pirated copy of XP, but the fix may still work if yours is legit. |

It doesn’t necessarily mean your system doesn’t have it but it’s possible the actual dll name just don’t match the name of the dll as specified by the application. It’s also possible that the dll file is there, but existing on a different location so the application couldn’t find it.
