1155677 2010-11-22 10:19:00 If some PCs are slow and some aren't the issue is most likely on the slow PC itself or your internal network setup.

Are the slow PCs all on the wireless? All connected to the same switch?

It is possible that those computers are infected with some sort of a virus or malware. Try running the free version of Malware Bytes (http://www.malwarebytes.org/) on those computers.

Just to answer you question, there isn't a simple way to control the Internet speed (bandwidth) of each PC individually.

Perhaps not but if all you have is Avast I'd say there could be, it does miss some.
And in addition to the anti-virus you should have at least two anti-spywares.
Spybot and either Malware Bytes or SUperantispyware.

Bet it's stuffed with spyware.
