Are you sure it is not like NZ where it is compulsory to register to vote but not to actually vote.

It is compulsory in Australia to register and vote. You can, of course, cast an informal vote by voting for more candidates than you are allowed to.

In my opinion that is a stupid idea as a lot of those that would not vote under our rules probably should not vote.
