2010-06-24 10:11:00 | I have not been able to access: www.noaa.gov (http://www.noaa.gov) for days, yet their IT people say others around the world are having no trouble. I'm using Telstra Clear cable modem. Would someone on Telecom please try it, so that I can see if Telstra is the culprit or if its an NZ problem. Ta. Yep Telstra Clear cable modem and all good.

2010-06-24 20:57:00 | I've just heard back from the NOAA IT people who say this in response to me asking if they had made any changes: Negative, we didn't make any updates on nomads or any related records. However, I think I figured out what your issue is. There seems to be a dns proxy somewhere between yourself and our network. I don't know what network you are coming from / but it is not uncommon to have dns proxies trying to save # of queries. I think it had a bad cache and just had to wait for it to time out. I would ask your isp / do they provide generic recursion service or do they proxy all dns request. Can someone explain what he's saying? And how I should ask Telstra Clear about this?

2010-06-24 21:05:00 | Can someone explain what he's saying?Yep, although I am actually suspicious of another known misconfiguration on the TelstraClear network involving their cache - that's why I asked you which DNS servers you were using, as it has an impact on what you should do next. Any chance you could give us that info? And how I should ask Telstra Clear about this?Wait until we know what the issue is first - at this point, there isn't enough data. However, I think I figured out what your issue is. There seems to be a dns proxy somewhere between yourself and our network. I don't know what network you are coming from / but it is not uncommon to have dns proxies trying to save # of queries. I think it had a bad cache and just had to wait for it to time out.Again, this depends on which DNS servers you're using, but for the record it's unlikely. The symptoms are similar though, so it's a reasonable attempt at a diagnosis considering they know nothing about your ISP. I would ask your isp / do they provide generic recursion service or do they proxy all dns request.Last time I looked, TelstraClear provided a generic recursion service only, and did not intercept queries.

2010-06-24 21:19:00 | DNS Servers: 203.96.152.4 203.96.152.12 BTW, I can't access the site again this morning.

2010-06-24 21:20:00 | Stand by - I think I now know exactly what the problem is (I've certainly found one problem anyway), I'm calling TelstraClear. If I'm correct, your DNS servers are currently set to 203.96.152.4 and 203.96.152.12. Change these settings to 203.97.78.43 and 203.97.78.44, and things should start working properly. Could you let us know if that change sorts your issue?
