Not necessarily. Thermal Paste can slowly dry out and become less effective, so a good thermal paste will retain some flexibility over many years.

There's an amusing site somewhere where they compared all manner of stuff (including toothpaste and vegemite) as thermal pastes.

Most were quite effective as a thermal interface... the difference is how fast they dry out under the continuous heat of the job.
