Light workloads...right.

Any decent GPU is for gaming, gaming is certainly not a light workload and I would never buy such a card for a gaming system.

They run hot, really hot.

We all know GPUs do bugger all in 2D mode,, your basic browsing or checking your emails or doing your spreadsheets mode.
Games? That's a whole other thing.

1459714 2019-04-02 19:37:00 My 1070 fans kick in at around 60c and it's surprising how long you can play some games before that happens.
It's also an ex mining card and has given me no trouble.

But I'm pretty sure we were calm and had all established the fans not spinning is normal behaviour.

But as to the noise, it seems like it's being suggested the noise is happening while the fans are not moving? that makes no sense and I'd suggest shining a light onto the fans while the noise is happening to confirm.
I think if you are confident the card is making the noise then you may want to see if you can source new fans as suggested earlier or maybe an aftermarket cooling solution. Does kinda ruin the cheap video card purchase though doesn't it.

1459715 2019-04-02 20:32:00 I think they should first check the video bios on the card, i'm picking the original owner used a custom bios to force undervolting and more efficient mining. Reflashing the card with the correct original bios will probably restore fan performance and hopefully the noise will disappear.

If the card was forced to be running with no fan activity, its probaaly full of all kinds of crud

Installing the Strixx 3.0 software may also help to see what's going on.

1459716 2019-04-03 02:15:00 I support the theory that the fan bearings are in a poor way, based on your report of noise.

My own experience with a CPU fan bearing... once noisy they can fail to spin up, or can spin, but out of balance, at a speed that is too slow to be adequate. If it's noisy, it's probably doing an adequate rate of spin, but not optimal.

My own fan fix involved removing the fan, removing the sticker on the underside to expose the bearing, and adding some thin, light lube (CRC or pref something with more potential to stay in place - sewing machine oil). Being on a site with high heat it should be non-water based, and very low flammability.

Anyway, this extended the life of my fan, but the problems returned after some time. Best to plan to replace it.

1459718 2019-04-03 17:54:00 Hi all and thanks. I am only back here today and read your replies/suggestions 30 mins ago. The development is that the Fans did start to spin 1:29 AM today (5 hour ago)
I reconnected the GPU to computer yesterday at 2:15 am on 3/4/19 and used CPU HW Monitor to monitor fan spinning and temps. I have a few pics to attach showing the GPU's workings from yesterday and tonight when HW Monitor showed that the Fans had spun.
One thing is that the GPU has not made any sounds at all like those I described earlier so I am at a loss to know what it was I was hearing a week or so ago, it certainly wasn't anything else in the house because I could pinpoint the source of the noises to the Computer and what I thought was the GPU. A bit embarrassing to have to say that there has been no strange sounds coming from the Computer in the past 28 hours ( what may happened while I slept I have no idea.)
I haven't used the computer for any serious game playing since I reconnected the GPU into the Rig. Just a bit of browsing and FB game playing and watching a movie. I have the GPU connected via HDMI to the 48" Plasma TV and my HP Monitor is connected to the MB VGA and is being fed signal from the AMD Ryzen 5 2400G APU. Using the 'Duplicate these screens" option at recommended Res of 1280 x 720 though I do change it to 1680 x 1050 to play the Sniper Elite 4 game, in fact I set it to 1680 x 1050 Res.

1459719 2019-04-03 18:26:00 I downloaded the Sapphire Trixx 3 software which apsatv suggested and installed it. Now I will have to accustom myself to its workings. I did a bit of click-testing to get a feel for the app and I pleased to say that when I clicked the radio button the choose the 'Fixed' fan setting the Fans spun up nicely whereas with it on the 'Automatic' setting the fans would only spin periodically I assume when the GPU was getting hot. Temps shown in the CPUID HW Monitor pics show the GPU at 56 degrees and the fans have spun sometime/s in between the consecutive pics captured. Choosing the 'Fixed' option in the Sapphire Trixx app had fans running at 50% speed and the GPU Temp dropped to the mid 20's degrees. Clicking the 'Custom' option has the Fans running a 100% efficiency. I will have to check out the BIOS for the GPU that is shown in the Trixx app to see if it has been altered from factory setting as apsattv mentioned.
Most frustrating is the fact that my having removed the GPU from the computer to see if the 'noises ' I had heard continued or stopped and finding that they had stopped for the 7-9 days it was out of the rig is to find when I reconnected the GPU into the rig that I have not heard a scrape/bubbling/grinding sound at all...I don't suffer schizophrenic delusions of 'voices in my head' :D
Furthermore the card was secured firmly by 2 screws to the computer...I just realised that as I only placed the card back into the rig 30 hour ago to see if it clunked or fans did'did not spin, I hadn't secured it in place with the two mounting screws..... wouldn't that be a turn up for the books if I go and attach it firmly using the two screws that the 'noises' return (?)

By the way, I have never before had a GPU of the calibre such like the RX580 Nitro + 8GD5 so it is a 'monster' to my mind in sheer size and Memory it has. EVGA GT710 1GB I had been using for the past 3-4 year and that served me well. It still does in the other rig I have running w7 Pro X64.

wouldn't that be a turn up for the books if I go and attach it firmly using the two screws that the 'noises' return (?) if that happens it wouldn't be a surprise, you may find that something isn't aligned quite right or the case is actually causing pressure thus causing the card to twist = makes the fans run out of true = noise.

Thanks for mentioning the possibility of the fans clearing dust/dirt in them and now has done so. GPU is still running quiet. I used the 2 retaining screws to secure the unit to the Tower case 2 hours ago and thus far there has not been any unusual sounds from the computer HW at all. Hope it stays that way.

1459722 2019-04-04 15:30:00 You could download the standard unigame heaven benchmark and give it a run for a while that should max out the card cycling through the video loop for a half hour or so and also give you a good idea of temps while giving the GPU fan a good workout.
