Does it require undercoat or just paint over the existing paint?

There's a bit of well-meaning but misinformed help here bk T - just to clarify, you should never use metal-based products like steel wool or wire wheels to remove rust; if the rust is flaking badly enough to require abrasion, use a silicone carbide sandpaper (often sold as wet and dry), or better yet, a scotchbrite stripping disc (multimedia.3m.com ChshvTSevTSeSSSSSS--), which is an open-weave nylon product impregnated with silicone carbide.

Once this is back to bare metal (or as close as possible), I'd recommend the Wattyl Killrust range here (www.wattyl.com.au).
