Correct - NZQA is what I meant and although I did School Cert well before 1992, I don't recall exactly how it worked but if it had built in failure rate does sound ridiculous if that it how it was done. My kids have done NCEA and there doesn't seem to be a problem with it, my experience of schools today as a parent is that they are excellent and do a really good job. I can't say that was always true in my school back in the day. Personally I liked having little or no internal assessment, and then having an exam at the end. In truth I suspect it was because I could avoid doing much work all year and then cram at the end and get the result. If I was back at school today, having to work all year and do homework (I admit I never did mine at school) then that would have no doubt would have struggled a bit. |
