Probably, but it skews the statistics a tad. I guess the census is all about a snapshot in time though...

1180666 2011-02-22 21:56:00 The census and immigration matters are totally separate. There is no connection allowed and it would be illegal for Immigration to use census data for tracking over stayers.

It's an offence not to fill out a census form accurately and people have been fined for failing to do so.

I have known of some collectors to fill out some of the form just to save a hassle so I don't think the census is highly accurate anyway.
