Many many things:
1) Wait to be cabinetized
2) Move closer to the exchange
3) Get a "decent" modem ( www.c2s.co.nz )
4) Change to another ISP that doesn't oversubscribe
5) Replace filters, or get a splitter installed on your line
6) Tidy up house wiring to the street

In order of most likely to be effective to least likely to be effective. There's other things, but that ought to be some food for thought ;-)

Best to start with #3 / #4 usually IMO, obviously depending on several outside factors...
