They are cheap and they work, that's about it.

Don't expect awesome performance, but if you just want basic stuff like web surfing, emails, etc it will probably be OK.

You might even get lucky and be able to unlock a core (I believe the Sempron 140 for example is a half-disabled Athlon II) but you can't count on that.

If you can afford a faster CPU you probably should get it.

he's saying if you needed a cpu and only had the change that you would find hunting under the couch cushions, a sempron would be a good choice.
Or perhaps a can of baked beans glued into the socket. Either would work at about the same efficiency.
