Correct me if I am wrong, but it is the current crop of NZ's who are letting them interpret to suit?

No. You are in fact correct!

It did not help that there a number of versions though and a number of people say their tribe did not sign any of these versions but still want to get what they can.

I particularly like this paragraph:"The British Museum's legal charter states clearly that the institution cannot legally return items from its collection: "The Trustees of The British Museum hold its collections in perpetuity by virtue of the power vested in them by The British Museum Act (1963)."
