Not sure of details, but lots have lost jobs and business due to unforeseen circumstances.

Don't you think the people of CHCH are benefiting enough from the government lately?

$2m could help top up welfare payments to people who have lost their homes, jobs, possessions, and in some cases, family members. But no, lets throw it at a giant useless piece of ****ing crap... See metlas quote in my sig.
