For the average person I don't think that the odd youtube video etc will attract unwanted attention. There are also those who download ISO's as well but some are legal and some are not. |

I get by with 10 Gigs per month. Usually less than that. Ubuntu is free so therefore it's not illegal per se. Also I do not know who will be targeted as I already have said. |

So most likely it all depends on what you download, not how much you download. For example, I doubt they will chase you up for downloading abandonware DOS games from 1985... |
