All the cop did was pull him over, and yet after slashing him up, he sees him moving and thinks "yes, I definitely want to murder that cop" and goes and tries to. That is far worse than a person who murders (successfully) out of rage, or even for money. |

So at least 14 years for this sort of attack would seem perfectly reasonable as it is aggravated by the offender coming back and having a second go.
